HE Mohammed Al Shaibani


HE Mohammed Al Shaibani is the Director General of HH The Ruler’s Court, Government of Dubai and the CEO & Executive Director of the Investment Corporation of Dubai (ICD). He was appointed as a member of the Board of Directors of Dubai World in December 2010 and brings with him extensive experience as an administrator and corporate leader.

HH The Ruler’s Court is the Prime Government Body of Dubai, UAE. Under its umbrella, it carries various other Government units such as, Department of Finance, Dubai Courts, and The Executive Council, to name a few.

The Investment Corporation of Dubai consolidates the commercial and business assets of the Government of Dubai. These assets are in diverse sectors, and include market leading companies in financial services, transportation, real estate, leisure and utilities. ICD has been mandated to enable the globalization and privatization of these iconic brands.

HE Al Shaibani is also the Vice Chairman of The Supreme Fiscal Committee of Dubai. He serves as a Board Member of Dubai Aerospace Enterprise (DAE) Limited, The Knowledge Fund and International Humanitarian City (IHC) and as the Chairman of Dubai Islamic Bank.

Since 1998, HE Al Shaibani has held the position of President at the Dubai Office, a Private Management office for the Royal Family of Dubai. In this capacity he was based in London for eight years and he now oversees the functioning of this office from Dubai.

He started his professional life with the Dubai Ports Authority and Jebel Ali Free Zone where he worked for seven years.  After this he moved to Singapore for four years, as Managing Director of Al Khaleej Investments.

HE Al Shaibani graduated in 1988 from United States and holds a Bachelors Degree in Computer Science.

HE Hamad Buamim

Board Member

Hamad Buamim was appointed as a member of the Board of Directors of Dubai World in December 2010 and he is the President & CEO of Dubai Chamber of Commerce & Industry.

Buamim brings to Dubai World rich experience as a professional manager and administrator who has held diverse positions in both the public and private sectors. In capacity as President & CEO of Dubai Chamber, which represents, supports and protects the interests of the business community in Dubai, Buamim carries with him a deep understanding of trade, one of the most important drivers of the emirate’s economic development.

He has also serves as a Member of the Board of Directors of the Central Bank of the United Arab Emirates, Chairman of National General Insurance P.S.C, a Member of the Board of CityCenter, a Member of the Board of Kerzner International Holdings Ltd, a Member of the Board of Atlantis The Palm Limited, a Member of the Board of International Hotel Investment p.l.c., a Member of the Board of Union Properties PJSC, and Deputy Chairman of the World Chambers Federation – ICC in Paris.

Educated in the US, Buamim graduated from the University of Southern California, Los Angeles in 1996 with a Bachelor of Science in Electrical Engineering. In 2002, he obtained an MBA in Finance from the University of Missouri, Kansas City.

Dr Soon Young Chang

Board Member

Dr Soon Young Chang, an established veteran in the UAE with a long global tenure in the investment arena, was appointed as Board Member of Dubai World in Dec 2010.

Dr Chang serves as Senior Advisor in the Investment Corporation of Dubai, providing strategic counsel and lending his distinctive global perspective to the investment arm of the Dubai Government, which pools some of the biggest holdings.­

ICD’s portfolio includes investments in Emirates airline, DNATA, Dubai Aerospace Enterprise and a number of UAE-based banks and financial firms such as Emirates NBD and Noor Islamic Bank.

For over two decades, Dr Chang has provided investment and financial advisory services to businesses, financial institutions, and government and academic bodies around the world.

As Founder and Chairman of Midas International Asset Management Company an international asset management fund which manages over US$ 5 billion, he helps define and implement Midas’s financial vision. He is also a founding partner of Sentinel Advisor, a New York-based arbitrage fund.

Dr Chang has been actively involved in development and management of investments and application of several innovative financial products in Asian markets. Among them, the KOSPI (Korea Stock Price index)-Linked SEN (Synthetic Equity Note) was accredited as the first Korean equity derivative, and together with the KOSPI-Linked Cliquet warrant, was awarded “Deal of the Year” by Asia Money and Finance in 1992 and 1993.

Dr Chang, gaining keen insight from these accomplishments, has served as an advisor   to a variety of financial institutions, including Korea National Pension Corporation, Hyundai international Merchant Bank, Templeton-Ssangyong Investment Trust Company, Ssangyong Securities Co., Korea Long Term Credit Bank, Korea Exchange Bank, and Daehan Investment Trust Company.  Client advisory services provided by Dr. Chang at these institutions ranged from developing and structuring various types of financial products to formulating global investment strategies.

He has also served on the board of a number of international funds, such as the Asia Bond Fund, Atlantis Fund and Galileo China Fund.

Dr. Chang has worked as a Professor of Financial Engineering at Hanyang University, Korea. He was also Visiting Professor at Shanghai Institute of International Finance, China and VIT (Vellore Institute of Technology), India.

Dr. Chang received his Master’s and Doctoral degrees from the George Washington University in the US and has authored many books and articles on the subject of financial engineering.
